When Shelly Montgomery, a program manager at the Corrections Standards Authority (CSA) was put in charge of drawing up regulations for correctional officers’ hearing tests, she visited prisons all over the state to first determine the answer to a fundamental question: how loud are prisons?
Taking decibel samplings in places like inmate cafeterias, housing areas, and yards, Montgomery eventually estimated that an average prison’s noise level is 70-90 decibels. As a comparison, Montgomery tested a blender (88 decibels), a lawn mower (90 decibels), a vacuum (70 decibels), highway traffic (70 decibels), and a rock concert (90 decibels).
That means California’s prisons are “loud to very loud,” Montgomery told the CSA Board at a meeting Thursday.
That idea is certainly consistent with what you hear from a lot of people coming out of prison, who when released, are shocked by the relative quiet of outside life–particularly at night–as opposed to the constant background droning in prison. With speech communications difficult at about 85 decibels, the noise level can’t be easy on correctional officers either.
